THE NUCLEAR ENERGY AGENCY The Nuclear Energy Agency (NEA) is an intergovernmental agency which operates under the framework of the OECD. It facilitates co-operation among countries with advanced nuclear technology infrastructures to seek excellence in nuclear safety, technology, science, related environmental and economic matters and law. The mission of the NEA is to assist its 34 member countries in maintaining and further developing, through international co-operation, the scientific, technological and legal bases required for a safe, environmentally sound and economical use of nuclear energy for peaceful purposes. It strives to provide authoritative assessments and to forge common understandings on key issues as input to government decisions on nuclear technology policies. The Division of Nuclear Science and Education leads the NEA activities in the area of nuclear science, knowledge management as well as NEA initiatives on nuclear education, training, human capacity building. The latter include the Nuclear Education, Skills and Technology (NEST) Framework and the Global Forum on Nuclear Education, Science, Technology and Policy. The NEST Framework is a multilateral initiative to provide young people with an opportunity to gain scientific and technical skills and competences to become subject-matter experts and leaders in the efficient and safe use of nuclear science and technology. By working together, NEA countries can provide these young people with an exciting opportunity to work within NEST Projects alongside recognised international experts as part of a multinational and multidisciplinary environment solving real-world issues. The Global Forum on Nuclear Education, Science, Technology and Policy (the Global Forum) is an inclusive network of experts in the nuclear energy sector from various horizons, in particular from academia, to enable the generation and flow of ideas, thus helping confront, with creative problem-solving measures, some of the most significant challenges the nuclear energy sector faces today. The Global Forum provides direct engagement with academic institutions which are responsible for developing the next generation of nuclear science and technology experts and brings long-term, creative thinking to address international policy challenges that nuclear energy faces today as input to NEA processes. THE POSITION The NEA is seeking to recruit a Senior Analyst - Multilateral Projects on Nuclear Education and Human Capacity Building to lead the development of initiatives and contribute to international co-operation in related areas. The selected candidate will work under the supervision of Head of the Division on Nuclear Science and Education. Main Responsibilities Analysis and strategic leadership Work closely with the Head of the Division of Nuclear Science and Education to provide vision and strategic leadership for the Agency’s activities in the area of education, training and human capacity building. Propose and implement a strategy for further developing the NEST Framework and the Global Forum to deliver the programme of work and respond to member country needs and expectations. Engage with countries and stakeholders to promote and enlarge NEA training and education initiatives. Co-ordination and liaison Supervise, co-ordinate and motivate the Education Team within the Division and staff across the Agency to provide secretariat support to the NEST Framework, its Management Board and Projects and to the Global Forum, its Council of Advisors, Working groups, country-specific events, and ad-hoc activities. Assure the effective and proactive support for horizontal activities of the Agency in the area of education, training and human capacity building, and support to the activities of the Agency’s senior leadership. Support the broader activities of the Division and the Agency through written and verbal contributions, development of web content and briefs on all aspects of education and training. Communication and outreach Maintain relationships and liaise with governmental and non-governmental national and international organisations that work in the area of education, training and human capacity building, including with the International Atomic Energy Agency (IAEA) and the European Commission (EC). Prepare briefings and articles for education projects within the Agency. Represent the NEA at international meetings. Identify and create opportunities to initiate new partnerships that will facilitate broad participation and encourage voluntary contributions to the work stream. Other tasks Undertake other tasks as may be required by the Head of the Division of Nuclear Science and Education or the Director-General. Qualifications Ideal Candidate Profile Academic and Professional Background A master, or advanced degree (Ph.D.) in relevant fields such as education, STEM, nuclear science, nuclear engineering, international relations, political science, or social science. Experience with project management including evidence of optimally using human and financial resource and managing staff. A good understanding of the global and national STEM and nuclear education agendas, and related policy discussions. Experience in planning and organising international meetings and workshops. Experience in working in academic organisations would be a strong asset. Experience in providing policy analysis and advice would be a strong asset. Excellent drafting, communication and relationship skills. Communication and Languages Fluency in one of the two OECD official languages (English and French) and knowledge of, or a willingness to learn the other. Knowledge of other languages would be an asset. Please refer to the level 4 indicators of the OECD Core Competencies. Additional Information Contract Duration Two-year fixed term appointment, with the possibility of renewal. Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65. What the OECD offers Monthly base salary starting from 9 567.29 EUR plus allowances, based on eligibility, exempt of French income tax. Please note that the appointment may be made at a lower grade depending on the qualifications and professional experience of the selected applicant.
