Mission/Purpose of the Job: Lead regional engineering team in identifying, developing, and executing a portfolio of projects to deliver: A regional network of Service Technology Centres (STC) with the flexibility to continuously provide the capability and capacity required by our customers, in the right locations, utilising the latest lean manufacturing methods to deliver the required level of quality in the most cost effective way possible. Documentation/data describing the characteristics capabilities of each STC and its contents. In addition to project delivery, the regional engineering manager is also responsible for ensuring fulfilment of engineering support requirements for a variety of internal stakeholders, including Operations, Quality, SHE, New Product Introduction, and New Technology Introduction, and ensuring adherence to published engineering standards through a program of audit and change control. Main Responsibilities: Oversee development of regional portfolio of CAPEX projects of multiple million USD value. Direct team to develop concepts, produce designs, obtain quotes, compile financial models, produce business cases, produce project schedules, perform safety assessments, and produce business cases to support application for funds. Review and confirm suitability of business cases for presentation to Global Engineering Manager. Oversee execution of regional portfolio of CAPEX projects of multiple million USD value. Direct team to manage internal and external stakeholders including suppliers and contractors to safely deliver project deliverables on schedule and on budget. Attend internal project meetings, ensure teams track spend and schedule progress, report into engineering management, and perform post-project review and effectiveness measurement. Prepare project reports for board-level review. Develop oversee execution of regional portfolio of continuous improvement projects (CIP), consisting of: Projects proactively generated by engineering team through application of their knowledge and expertise and application of tools such as Value Stream Mapping (VSM) and Capacity Models. Inputs gathered from local teams (operations, safety, quality, commercial) and global teams (NPI, lean, technology, and cost reduction teams). Chair regular priority alignment and performance reviews with regional GMs and operations managers to ensure regular, structured alignment of CIP program. Oversee maintenance of capacity models for all STCs in region, directing team in collating site configuration, remanufacturing standard times, and volume forecast data to provide foresight of equipment utilisation changes. Chair quarterly review meetings with global engineering manager to review CIP program against capacity model results. Direct teams in execution of time-study program, ensuring products allocated to region are time-studied in line with internal standard. Oversee implementation of internal directives, such as Service Information Bulletins, issued by global teams to address quality or operational issues. Oversee fulfilment of engineering scope of Vacuum Technique Production System (VTPS); ensure team attend site operations meetings, conduct site walkthroughs, support problem solving activities. Oversee submission of Kaizen, Permit, and Engineering Change applications to internal change control council. Oversee program of engineering audits to ensure deviations from published standards are identified and addressed. Ensure scope split and handover criteria with internal stakeholders are clear and agreed through regional communication of RASCI chart and supporting governance standards. Produce governance standards required to enable regional engineering teams in all geographies to perform their duties consistently and efficiently. Build, lead, and continuously develop regional engineering team to deliver engineering scope; use global engineering function objectives to derive SMART objectives for regional engineering team members. Manage continuous development of self and team members through application of structured planning review process and identification/attendance of appropriate training programs. Ensure regular communications with all levels of regional team to ensure understanding of and alignment with strategy and awareness of global programs outside direct engineering scope (e.g. technology, digitalisation) but with a likely future influence on engineering. Skills / Knowledge / Experience: A Degree level qualification in an Engineering discipline. Minimum of 10 years experience in an engineering environment. Experience of building and leading global, virtual teams. Experience in developing objectives and governance standards required to achieve business goals. Knowledge of the semiconductor and electronics manufacturing industry. Extensive experience of managing external stakeholders including suppliers and contractors. High level of customer focus, and extensive experience of working directly with customers to understand and fulfil their needs. Able to operate effectively at all levels of organisation from shop floor to board. High level of organisational awareness, and experience of influencing and delivering results without direct line of authority. Experience of change management and building consensus in challenging environments. Strong communication skills across geographical and cultural borders. Fluent English language - able to hold complex discussions at all levels of seniority. Focused on continuous development of self and team. Flexible working pattern to facilitate collaboration with global teams. Extensive experience of managing broad portfolio of complex, concurrent projects. Experience of developing and executing a variety of project types including large-scale CAPEX projects, including production of financial models and business cases. Project Management qualification preferred. Knowledge of high-accuracy mechanical system design and manufacturing preferred. Knowledge of lean manufacturing and quality tools (e.g. Kaizen, Time-Study, VSM, PFMEA, Problem Solving Tools) and of safety management tools (risk assessment, permit to work). Proficient in use of engineering and productivity tools e.g. AutoCAD, MS Project, O365. Scope of the job: Direct responsibility for engineering activities as defined in Main Responsibilities section in own region, but required to operate as part of global engineering team to deliver global governance standards, share best practice, and support activities outside region as required by business needs. Regular travel within region required, with occasional travel outside region. Deliver projects to parameters (schedule, budget, deliverables) defined in approved business case or launch plan. Internal customer (GMs and Ops Managers) priority alignment and performance review sessions held to agreed schedule. Capacity Model reviews, Time Studies, VSM events, and Engineering Audits completed to agreed program. Implement requirements of Service Information Bulletins to agreed parameters. All ops support/VTPS duties completed on time. All team management milestones (objective setting, performance review, development plan) completed on time.
